A Comparative Study on the Expenditure Efficiency Evaluation of Sichuan Primary Healthcare Service Based on Four-stage DEA Model

Abstract: Our government is enhancing financial support on primary medical care recent years and the expenditure efficiency of it is getting more attention from all social sectors. In order to evaluate the expenditure efficiency of Sichuan government outsourcing in primary healthcare service, the paper employed a four-stage DEA model based on the data of community health centers and township health centers in Sichuan, 2015The result reveals that there is a large gap in DEA efficiency values between different community health service centers, while such values of township health centers are relatively approximate. The permanent population, the urbanization rate, and the GDP have a greater impact on community health service centers, but have little effect on township health centers; after adjusting the efficiency value of community health service centersthe gap between cities has been narrowedHowever, the overall difference is still relatively large compared with township health centersThe empirical research shows that the government should focus on improving the monitoring mechanism to increase spending efficiencyrather than blindly expanding financial investment
