On April 28th, 2019, a symposium on the transformation and development of resource-based cities in Panzhihua was held in Panzhihua, which was co-sponsored by Sichuan Academy of Social Sciences, Panzhihua Municipal Government and Sichuan County Economics Association. Lai Ming, Deputy Secretary-General of the CPPCC National Committee, Zhao Zhenxian, Vice-Chairman of the Sichuan CPPCC National Committee and Professor Li Houqiang, Secretary of Sichuan Academy of Social Sciences Committee of the CPC, attended the symposium and made speeches.
The symposium was chaired by Zhang Chengming, president of Sichuan County Economics Association. He said that the symposium was to earnestly implement the special planning and policy opinions on the transformation and development of resource-exhausted cities. In order to accelerate the strategic adjustment of the economic structure of resource-based cities in Sichuan, he summarized the successful experience for the transformation and development in resource-based cities, discussed the outstanding problems in the transformation and development, and put forward policy recommendations to form the transformation and development with Sichuan characteristics.
The symposium issued a research report entitled “Resource-based City Transition and High Quality Development: Beneficial Exploration and Successful Practice of West District in Sichuan. The report pointed out that West District of Panzhihua, as a typical resource-based city area, has long been an important strategic base of energy resources in Panzhihua City. Coal and coal chemical industry once accounted for 85% in the total industrial economy. In recent years, West District has explored a new way of transformation and development in an all-round way, closely focusing on the main line of high-quality transformation and development of resource-based cities, guided by new development concepts. With problem-oriented, iron-handed pollution control, complete withdrawal from coal mining industry, active elimination of backward production capacity, and positive transformation, this report put forward six harmonious high-quality development in the western region, which provide valuable experience for the transformation and development for other resource-based cities in Sichuan province.
Nearly 200 experts and scholars from the CPPCC, the Intelligent Urban Planning Research Institute of the National Development and Reform Commission, the Sichuan Provincial Government, the Provincial Development and Reform Commission and the Sichuan Academy of Social Sciences attended the symposium.
