On November 10th, hosted by the Chongqing Municipal Committee of CPC and Chongqing Municipal People's Government,organized by the Organization Department of the Chongqing Municipal Committee of CPC, Chongqing Municipal Human Resources and Social Security Bureau, and co-organized by Chongqing Academy of Social Sciences, the “2019 Chongqing Talents Conference·Urban and Rural Integration Development Report Meeting”was held at Yuelai International Conference Center. More than 200 experts and scholars from Chinese Academy of Social Sciences, the Development Research Center of the State Council and all over the country attended the meeting.
Zhang Xiaoshan, a member of Chinese Academy of Social Sciences, said in his keynote speech that the key to the development of urban-rural integration in China is to narrow the income gap between urban and rural residents, and to improve the property income of farmers with land ownership as the core is the key link to balance the income gap between urban and rural residents. Around this logical relationship, he further elaborated the relationship between central and local financial rights and powers, the relationship between rural collective economic organizations and individual farmers.
Ye Xingqing, Minister of Rural Economic Research Development of the State Council, proposed that the integration of urban and rural development is a strategic choice made by the Central Committee of CPC in the key node of China's modernization. The key point is to promote the development of urban and rural integration, so that rural areas can keep up with the pace of realizing the basic modernization in 2035 and becoming a strong modernized country in 2050.
He pointed out that urban and rural deep integration should be promoted from multiple dimensions, such as the rational division of labor and cooperation between urban and rural industries, the free flow of urban and rural factors, equal exchange, urban and rural public services interconnection and seamless integration, urban and rural ecological co-construction and sharing, destiny and co-existence.
Li Houqiang, secretary of the Committee of Sichuan Academy of Social Sciences of CPC, said that urban-rural integration has the characteristics of two-way flow and interactive iteration. We must grasp key elements such as road transportation, financial investment, cultural education, medical and health care, open cooperation, and ecological environment, focus on the use of policies and regulations to achieve equality of identity and equality of opportunity and comprehensively coordinate the role of the government and the market. He suggested evaluating and promoting the level of urban-rural integration development from the following five dimensions: the ecology scale, the form scale, the business scale, the culture scale, the human scale.
Zhang Bo, vice president of Chongqing Academy of Social Sciences, analyzed the interactive relationship between rural revitalization and urban-rural integration from the theoretical and practical levels, and introduced the highlights of Chongqing's efforts to promote urban and rural development.
He said that the changes in the situation at home and abroad have highlighted the fact that China still has problem in food security, urban-rural factor allocation, and agricultural production model at different levels. It is recommended to effectively maintain the bottom line of food security and transform the three thinking of “three rural” work as soon as possible. We will work hard to improve the urban and rural factor allocation mechanism of “people, land and money” and accelerate the expansion of four types of new agricultural management entities.
