Oct.26th to 27th, Sichuan-The “14th Five-Year Plan” High Quality Employment Young Scholars Summit Forum was held successfully in Luzhou, Sichuan Province, which was co-hosted by Chinese Academy of Social Sciences,CASS, Sichuan Academy of Social Sciences, SASS, Department of Human Resources and Social Security of Sichuan Province, and Luzhou Municipal Government. The conference gathered more than 120 scholars and authorities in together to in-depth analyze the status and major challenges of high quality employment during “the 14th Five Plan”, and explore effective ways to promote high-quality employment.
Zhang Chewei, director of Institute of Population and Labor Economics, CASS said that achieving fuller and higher quality employment is an important foundation for promoting common prosperity of all people. Currently, major changes have taken place in the major employment problems in China, structural problems have become more prominent, employment risks are coming from more diversified sources, and quality employment has become more difficult and challenging, said he, and efforts to actively deal with structural and frictional unemployment, establishment of an efficient labor market system and employment early warning mechanism, and a human capital system to meet the requirements of the new technological revolution were proposed.
Xiang Baoyun, president of SASS addressed on the opening ceremony. Achieving fuller and higher quality employment during “the 14th Five Plan” is an implement the requirements of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, also an “Eternal Task” on the New Journey of the Great Rejuvenation of the Chinese Nation as well, said he, and four key points were raised: to give prominence to “Three New Natures” (Grasp the New Stage of Development, Implement the New Development Philosophy, and Build a New Development Pattern) for enhancing the strategic position of ensuring stable employment; to give prominence to “Stability” for making employment policies more sustainable; to give prominence to the nature of the “Times”, for strengthening the ability of employment to concentrate and increase its efficiency; to give prominence to “Forward Looking”, for strengthening the summary and promotion of typical experience.
Tian Jie, deputy director of Human Resources and Social Security of Sichuan Province delivered a speech next. “Employment is crucial to people’s wellbeing and is the biggest project for the people”, said he, “the total employment contradiction and structural contradiction in Sichuan Province will coexist for a long time during the 14th Five Plan, and the task of achieving fuller and higher quality employment remains arduous, then it’s expected to further strengthen confidence, advance in the face of difficulties, and unswervingly implement the policy of giving priority to employment.”
Li Zhongfeng, deputy president of SASS hosted a thematic dialogue session. 15 scholars exchanged and discussed around three advanced and significant research subjects respectively: “Demographic transition, economic transition and employment situation”; “New technologies, artificial intelligence and employment”; “Human capital, skills upgrading and high-quality employment.”
